Rarity tier of a stone.
For a Trigger Stone the tier is the shape of the condition and its weight in the flip gauge, not how hard it is to farm; for an Effect Stone it is the shape of the action (instant / short state / schedule change).
The declaration order is the strength order and Ord is derived from it:
Common < Rare < Epic < Legendary. QuickEquipStones ranks candidates by
(tier, level) — tier first, because it drives both the gauge contribution
and the grammar of the effect, while level only scales a number.
